MAX BOOT is the Jeane J. Kirkpatrick Senior Fellow for National Security Studies at the Council on Foreign Relations and was an informal foreign policy adviser to the John McCain campaign. He is author, most recently, of War Made New: Technology, Warfare, and the Course of History, 1500 to Today.
