RICHARD H. KOHN is professor of History of Peace, War, and Defense at the University of North Carolina at Chapel Hill. He was Chief USAF Historian, 1981-1991. Last year, he was the Omar N. Bradley Professor of Strategic Leadership at Dickinson College and the U.S. Army War College.
